Pam Stuart
On Memorial Day, May 25, 2026, signature gatherers were collecting signatures outside a Safeway in Sammamish. Sammamish Backyard Productions filmed one of them that day. He said City Councilmember Pam Stuart was trying to block them from doing their job and was following him and his brother. He said police came because two people complained. After the police left, he said, she went to people they were asking to sign and told them not to sign. He said she told them the gatherers were "paid by billionaires," "boot lickers," and "not supposed to be here." The Lynnwood Times reported on June 12, 2026, that Stuart was accused of harassing and directly interfering with gatherers at that Safeway, and that gatherer Nick Large said she blocked or confronted him while he tried to collect signatures. The Times identified the petition as Initiative 26-645, the Let's Go Washington measure to repeal the state's 9.9 percent income tax on individual income over $1 million. The Times wrote that blocking or confronting a gatherer violates RCW 29A.84.250, a gross misdemeanor for interfering with the right to sign or not sign an initiative petition by threats, intimidation, or other corrupt means. The same article says opponents may urge people not to sign, and may not block access to the gatherers. On May 30, 2026, Brandi Kruse posted an interview with Large. She wrote that he said Stuart directly interfered with his ability to collect signatures, and she called that a violation of state law. In the interview she said Large was thinking about filing a police report, and she cited RCW 29A.84.250. The Center Square reported on August 18, 2026, that no charges were filed and that Stuart did not respond to a request for an interview. In that story, Let's Go Washington founder Brian Heywood called her the councilwoman who harassed signature gatherers, and said she shouted at, threatened, and intimidated people who wanted to sign. On October 6, 2026, Kruse posted police body-camera video from the Safeway. She wrote that it was released through a public-disclosure request, that officers and a store manager tell Stuart she is escalating the situation, and that Stuart refuses to leave. She called the footage harassment in violation of state law. The Center Square reported that on May 12, 2026, Stuart filed a Public Disclosure Commission complaint aimed at Let's Go Washington and Kruse, as a communications liaison for Washingtonians for Ethical Government.
